Yuri will be able to communicate with cats of his choosing, use them for scrying, and utilize mind control to make them do his bidding. He can communicate with any cat, though he can only get out of them what a cat of normal intelligence level would be able to communicate. He can only see through the eyes of one cat at a time. He can control multiple cats at a time, though the more he tries to use, the less control over them he has. (Herding cats, man.)
